Information about measures, which are taken by the Government of Ukraine for the purpose of due preparation for hosting European football championship 2012 in Ukraine
Receiving foreign investments and financial support, in particular from such institutions as the European Bank for Reconstruction and Development, become especially topical issue for Ukraine due to European football championship of 2012 (Euro-2012) to be hosted by Ukraine.
Ukraine’s preparations for Euro-2012 foresee reconstruction of airports and seaports, repair and construction of highways, development of tourist routes, as well as construction of hotels.
Because Ukraine should launch well-developed transportation infrastructure before the European football championship begins, the EBRD experience in this respect will be extremely useful (EBRD’s financing of transportation projects accounts for 33% of gross project financing in Ukraine).
Ukraine’s participation in Euro-2012 is expected to drive additional investments of USD 7 bn* into the country’s economy, which will be forwarded to construction of highways, stadiums, airports, hotels, railway reconstruction, technical refit of local TV and radio companies, reconstruction of student dormitories, creation of modern public transportation systems, as well as development of essential infrastructure in the cities of Kyiv, Lviv, Dnipropetrovsk, Donetsk, Odesa, Kharkiv, Symferopol, and at their neighbor areas. By now, the most resources in Ukraine are required for development of transportation infrastructure (48.1% – Program financing), accommodation infrastructure (21.2%), and for sport structures (7.8%).
Ukraine is now establishing due legislation for preparing and hosting Euro-2012:
- The Parliament of Ukraine adopted the Law of Ukraine “On organizing and hosting final part of the European football championship 2012 in Ukraine” ;
- Organization committee for preparing and hosting final tournament of the European football championship 2012 in Ukraine has been formed and is chaired by Prime minister of Ukraine;
- State task program for preparing and hosting final part of the European football championship 2012 in Ukraine (hereinafter – the Program) was approved by the decree of the Cabinet of Ministers of Ukraine No.107 dated February 22, 2008).
The mentioned Program contains 21 tasks, which are based upon UEFA requirements and corresponding guarantees by the Government.
Gross forecast volumes of the Program measures financing make up UAH 126.4 bn*, including UAH 21.4 bn* as funds from the State budget of Ukraine (16.9% of gross financing volume); UAH 12.4 bn* – as funds from local budgets (9.8%); UAH 92.6 bn* (73.3%) – other sources (investors, own funds).
Expected results of fulfilling State task program for preparing and hosting Euro-2012 in Ukraine.
Besides, the Government is working on developing and approving Package plan on preparing and hosting the Championship in 2008, as it is provided by the Law of Ukraine “On organizing and hosting final part of the European football championship 2012 in Ukraine”.
